Progressive wins the medians, but the quote counts tell the second half of the story: National General was quoted 162 times to Progressive’s 91 because it accepts more drivers with lapses, no prior insurance, or thin credit. If Progressive will write you, it is usually the cheaper policy; if it will not, National General is usually the best of the rest. Dairyland and GAINSCO are SR22 and non-owner specialists, and AssuranceAmerica and GEICO were quoted too rarely for firm conclusions.
