Progressive vs National General in North Carolina: Real Quotes From 74 Drivers

Plus Dairyland · Charlotte · Raleigh · Asheville · Western NC

North Carolina is one of the lowest-cost states we write, partly because it uses a state-run rate bureau and partly because the Reinsurance Facility takes drivers other states would refuse. These are the medians from the quotes we actually ran for North Carolina drivers this year, from Charlotte and Raleigh to Hendersonville and the mountains.

Medians of real quotes our licensed agents ran in 2026. Different drivers were quoted with different carriers, so these are population comparisons, not the same driver priced twice. Your rate will vary.

Quotes are what carriers offered, not what every driver bought. “Clean record” means zero accidents, zero violations, and no DUI in the quote. Age bands use the primary driver’s age. How we collect quote data →

Reading the Table

Where each carrier came out cheapest

  • Progressive had the lowest median for: all quotes, liability only, full coverage, clean record (no accidents, tickets, or dui), accidents, tickets, or dui on record, no prior insurance, currently insured, drivers under 25, drivers 25 to 39, drivers 40 to 59.
  • National General did not have the lowest median in any segment with enough quotes, but it still won individual drivers — that is why we quote it.
  • Dairyland did not have the lowest median in any segment with enough quotes, but it still won individual drivers — that is why we quote it.

Two North Carolina specifics matter here. First, the state assigns points to your license for violations, and the Safe Driver Incentive Plan surcharges are set by the state, so carrier choice matters less for a driver with points than in Colorado; that is why National General’s “violations” median is so far above Progressive’s clean-record number. Second, North Carolina does not use SR22 filings the way other states do; the DL-123 form handles most reinstatements, which is why the SR22 row is nearly empty. Our sample is 74 quotes, so treat single-digit cells as directional.

North Carolina Carrier Questions

6 Questions

Is Progressive or National General cheaper in North Carolina?

+

Progressive, in our 2026 quotes: $94/month median versus $222/month, and cheaper for liability, full coverage, and clean records. National General accepts more drivers with points on their license.

Why is car insurance cheaper in North Carolina than South Carolina?

+

Several reasons: the NC Rate Bureau sets a base rate structure, the Reinsurance Facility spreads high-risk drivers across all carriers, and liability minimums (50/100/50) come with fewer add-on requirements than SC’s mandatory uninsured motorist coverage. In our quotes, Progressive’s NC median was $94/month versus $146/month in South Carolina.

Do I need an SR22 in North Carolina?

+

Usually not. North Carolina uses a DL-123 form from your carrier to prove insurance for license reinstatement instead of an SR22 filing. If you moved from a state that required an SR22, we can still file it with that state.

What are North Carolina’s minimum liability limits?

+

50/100/50: $50,000 bodily injury per person, $100,000 per accident, and $50,000 property damage, plus uninsured motorist coverage at the same limits. These are higher than most states, which is part of why NC quotes look different.

Where in North Carolina do you write policies?

+

Everywhere in the state. Most of our 2026 quotes came from Charlotte, Raleigh, Durham, Greensboro, Gastonia, and Western North Carolina (Hendersonville, Franklin, Waynesville, Asheville). See our Western NC page and North Carolina guide.

Are these rates what I will pay?

+

No. They are medians of real quotes for many different North Carolina drivers on a small sample. Your ZIP code, vehicle, credit, coverage, and points will move your rate. The table tells you which carrier to compare first.

Methodology

How this comparison was built

Every number on this page comes from quotes our licensed agents ran for North Carolina drivers between January and May 2026 (74 quotes across three carriers), stored in our first-party quote dataset. A quote is what the carrier offered; it is not a policy sold. Medians are used so a few very high-risk quotes do not distort the picture. Different drivers were quoted with different carriers, so this is a population comparison. Segments with fewer than 5 quotes for a carrier are shown as “too few.” Full methodology: How we collect quote data.
