Florida Auto Insurance Rates by County
Florida Summary
This Florida report draws from 47 sold policies across 20 counties during 2024β2025 β our broadest geographic spread in the Southeast. Florida’s coverage mix skews toward non-owners (40%) and liability-only (36%), with full coverage (17%) and motorcycle (6%) rounding out the set. This reflects our Florida client base: a significant specialty and compliance-focused segment alongside standard drivers.
The average monthly premium is $126.78, median $106.50. Florida’s wide range β $6.25 to $400.33 β reflects both the extraordinary diversity of its coverage types and Florida’s status as one of the most expensive states for auto insurance. The $6.25 floor (Broward County) is almost certainly a prorated or partial-month policy; it’s not a benchmark. Broward’s 2,100% internal spread and Brevard’s $37β$400 range both reflect coverage-type and risk-profile diversity rather than geographic pricing anomalies.
Florida is a no-fault state requiring mandatory Personal Injury Protection (PIP) β a key cost driver that adds to every Florida policy regardless of coverage type. Florida’s PIP requirement, combined with historically high fraud rates, litigation environment, hurricane exposure, and uninsured driver rate, makes it consistently one of the top 5 most expensive states for auto insurance nationally.
βοΈ Florida’s No-Fault PIP Requirement
Every Florida auto policy must include at least $10,000 Personal Injury Protection (PIP) β Florida’s no-fault system means your own insurer pays your medical bills up to $10,000 regardless of who caused the accident. PIP adds a mandatory cost to every Florida policy and is a primary reason Florida premiums run higher than comparable tort states. Florida also requires $10,000 Property Damage Liability (PDL) β notably low, which is why most advisors recommend carrying more than the minimum.

Coverage Type Mix
Non-owners and liability dominate (76% combined) β consistent with Florida’s large compliance and SR-22 market. All Florida policies include mandatory PIP even for liability-only products, which is factored into every premium shown.

Frequently Asked Questions β Florida Auto Insurance
What does auto insurance actually cost in Florida based on real sold policies?
From our 47 sold policies across 20 Florida counties in 2024β2025, the average monthly premium is $126.78 with a median of $106.50. Premiums ranged from $6.25 (a prorated Broward County observation, not a real market rate) to $400.33/month (Brevard County, full coverage, high-risk profile). The most statistically reliable full coverage benchmark in our dataset is Hillsborough County (Tampa) β 4 closely grouped policies averaging $183.46 ranging $172.55β$216.21. Pinellas County (St. Pete/Clearwater) averaged $306.83 across 2 full coverage policies, reflecting its status as one of Florida’s more expensive markets. Note that our overall Florida average is lower than typical statewide full coverage costs because 40% of our Florida book is non-owners and 36% is liability-only β coverage types that naturally run below full coverage pricing.
What is Florida’s no-fault PIP requirement, and what does it actually mean for drivers?
Florida requires every auto policy to include at least $10,000 in Personal Injury Protection (PIP), which is the foundation of Florida’s no-fault system. PIP pays 80% of your medical bills and 60% of lost wages up to the $10,000 limit regardless of who caused the accident β your own insurer pays your own medical costs first, before fault is determined. This mandatory coverage applies to every Florida policy without exception, including liability-only and non-owners policies. PIP adds a baseline cost to every Florida premium that drivers in tort states don’t pay. Florida also requires $10,000 in Property Damage Liability β notably low, and the reason most advisors recommend carrying higher PDL limits. Florida does not require bodily injury liability at the minimum level, though it is strongly recommended for asset protection.
What is an FR-44 in Florida, and how much does it cost compared to SR-22?
Florida’s FR-44 is a financial responsibility certificate required specifically after a DUI conviction β and it demands far more than an SR-22. While an SR-22 simply proves you carry minimum coverage, Florida’s FR-44 requires you to maintain 100/300/50 liability limits β ten times the minimum PDL requirement and adding substantial bodily injury coverage that isn’t even required at the base level. This means FR-44 policies cost considerably more than standard SR-22 filings, both because of the higher mandatory limits and your elevated risk profile. Florida’s FR-44 period is typically 3 years. Florida and Virginia are the only two states that use FR-44 rather than SR-22 for DUI-related filings β making it an important Florida-specific distinction. Gainsco, Mendota, and National General, three of the six carriers in our 47-policy Florida dataset, specialize in Florida’s non-standard and FR-44 market.
Why is auto insurance so expensive in Florida compared to neighboring states?
Florida consistently ranks in the top 5 most expensive states for auto insurance nationally, driven by several compounding factors that don’t apply to neighbors like Georgia or Alabama. The mandatory PIP requirement adds baseline cost to every single policy. Florida has historically had high rates of PIP fraud β staged accidents and fraudulent medical billing inflate claim costs for all drivers statewide, and every honest driver effectively subsidizes that fraud through their premium. Approximately 20% of Florida drivers are uninsured, one of the highest rates in the Southeast. Hurricane and storm exposure elevates comprehensive costs in coastal and South Florida counties. Year-round tourism brings unfamiliar drivers onto Florida roads, increasing accident frequency. And Florida’s historically plaintiff-friendly litigation environment has pushed per-claim payouts higher than most comparable markets. Together, these structural factors make Florida’s premium environment genuinely different from any neighboring state.
Which Florida counties have the highest auto insurance rates?
In our 2024β2025 Florida data, Pinellas County (St. Petersburg/Clearwater) produced the highest county average at $306.83/month across 2 full coverage policies. Hillsborough County (Tampa) is our most reliable full coverage benchmark at $183.46 across 4 tightly grouped policies. Seminole County (Orlando suburbs) showed $245.49 on a single full coverage policy. For context, South Florida (Miami-Dade, Broward, Palm Beach) typically commands some of the state’s highest rates for standard full coverage β but our South Florida book is weighted toward non-owners and liability, making our county averages there look lower than full coverage reality. Florida’s Panhandle (Okaloosa, Escambia, Leon) is consistently the state’s most affordable region, with our Okaloosa policies averaging just $44.92.
Does Florida non-owners insurance include PIP?
Yes β and this is an important Florida-specific nuance. Because PIP is mandatory on every Florida auto policy, Florida non-owners insurance must include PIP at the $10,000 state minimum. This adds a layer of cost to Florida non-owners policies that drivers shopping from other states may not expect β a non-owners policy that costs $50/month in Georgia might run $70β$90/month in Florida once mandatory PIP is factored in. Despite this additional cost, non-owners insurance remains a widely available and practical compliance product for Florida drivers pursuing SR-22 or FR-44 without owning a vehicle. Non-owners is the most common product in our 47-policy Florida book at 19 policies (40%). Progressive, National General, Gainsco, and Mendota all write Florida non-owners with the required PIP included.
What makes Gainsco and Mendota different from Progressive for Florida insurance?
Gainsco and Mendota are non-standard specialty carriers that focus on Florida’s high-risk and hard-to-place auto market β drivers who’ve been declined, non-renewed, or priced prohibitively by standard carriers. They write policies that Progressive or Geico may decline, including certain FR-44 situations, drivers with multiple violations or major accidents, and profiles with prior non-renewals. Together, Gainsco (9 policies) and Mendota (5 policies) account for 14 of our 47 Florida policies (30% of the book), reflecting the genuine size of Florida’s non-standard market. Progressive covers the broadest spectrum at 21 policies (45%) β from clean-record liability-only to moderate-risk full coverage to non-standard profiles where they remain competitive. For most Florida drivers, Progressive will be the starting point; for drivers with significant history, Gainsco or Mendota may be the right fit. Comparing all three through a single agency call is the most efficient way to find your best Florida rate.
