Who typically needs a Non-Owners SR-22 Policy in Virginia?

How does a Virginia Non-Owners SR-22 Policy differ from regular car insurance?

A Virginia Non-Owners SR-22 Policy differs from standard car insurance in that it specifically covers individuals, not vehicles. It does not cover the vehicle itself but rather the liability arising from the insured individual’s use of non-owned vehicles.
